The RoleThe Director of Compliance and Licensing will be responsible for overseeing compliance across all divisions of Nabis and ensuring that the company is in compliance with all local and state laws, regulations, policies, and procedures. This person will review and evaluate existing processes and work with all departments to develop, implement and audit standard operating procedures as necessary. They will also be responsible for the application and preservation of all Nabis cannabis permits and licenses across multiple facilities, communicating with regulators, and defining the policy agenda for Nabis. This is an exciting opportunity to lay the foundation for compliance strategy and practices at one of the largest and fastest growing cannabis companies in the U.S.

Responsibilities

  • Monitor and maintain all compliance programs and processes for multiple licenses and Nabis facilities
  • Review federal, state, and county licensing regulations to determine actions necessary for compliance
  • Own the end-to-end licensing and permitting process of new warehouse facilities at the state and local levels, including tracking submission of licensing applications and renewals, monitoring license status, and providing regular updates to Nabis Leadership
  • Manage all insurance policies and ensure operational compliance with OSHA regulations
  • Interact with relevant business leaders on changing laws, policies, and regulations; partner with company executives to mitigate emerging compliance risks; and implement compliance programs and policies to ensure no breaches of relevant policies and procedures
  • Monitor and communicate changes in state and local cannabis regulatory requirements to Nabis Leadership
  • Cultivate a team-oriented compliance culture for efficiently and effectively managing compliance throughout Nabis, including oversight of subsidiary Metrc Compliance Officers across the organization
  • Create and prepare reports for senior management and external regulatory bodies as appropriate
  • Promote and lead regulatory change management programs within operational compliance leads in California
  • Act as the Nabis site coordinator with state regulators, and respond to audits and incidents that require regulatory reporting; Identify and oversee internal remediation as necessary, subject to Compliance oversight
  • Serve as Nabis’ subject matter expert and resource for staff concerning products and services, policies and procedures, and changes in regulations

Desired Qualifications and Skills

  • Bachelor's Degree required. MBA or JD preferred.
  • 5+ years of compliance and/or regulatory experience in a heavily regulated industry, cannabis industry preferred
  • Knowledgeable of U.S. state and federal cannabis regulations and requirements
  • Ability to work autonomously and initiate local, state, and federal contacts as necessary
  • Ability to review compliance  documents in detail to ensure accuracy based on regulatory requirements, and to ensure the use of the appropriate forms, format, content, and authorized signatures
  • Ability to clearly communicate verbally and in writing with external contacts that may include industry representatives, regulatory authorities at the federal, state, and local levels, as well as Nabis brand partners
  • Flexible and creative, while maintaining a strong work ethic and the ability to meet critical deadlines
