What will you do?The Portfolio Director oversees all aspects of digital services client engagements and identifies business development growth opportunities within a portfolio of client accounts. This role reports to the Vice President of Agile Delivery and works in tandem with other Practice Area Team Leads and Directors, while supervising Delivery Team members to ensure successful delivery.

Responsibilities:

Program Management:

  • Direct a portfolio of client accounts by providing strategic support to multiple projects with intersecting goals, requirements, and outcomes.
  • Guide all aspects of digital services client engagements, including client relationship management, solution delivery, quality management, profit and loss, and contract execution.
  • Define and implement processes to optimize efficiency and ensure outputs achieve the upmost quality.
  • Establish metrics to measure project success and use results to inform necessary changes and optimize efforts.
  • Ensure quality of work is aligned with Bixal standards, including good CPARS.
  • Solve problems and help team members iteratively adapt by planning for and embracing change.
  • Serve as point of escalation for portfolio risks and issues.
  • Advocate for and implement best practices in challenging environments.
  • Coach and mentor other Delivery team members—identify strengths and work to improve weaknesses to help each member grow.
  • Supervise, manage and mentor other Delivery team members.
  • Keep senior management informed on status, risks, and issues for accounts and contracts within your portfolio (ex. lead regular project Health Checks).
  • Manage staffing assignments and hiring to ensure delivery needs are being met.
  • Support initiation of new contracts as needed.
  • Perform other duties or special projects as assigned.

Business Development:

  • Proactively work with Delivery Team members to expand existing scope of work and capture renewal contracts.
  • Capture and develop new business opportunities to expand Bixal’s presence within a portfolio.
  • Architect solutions for digital transformations, including articulation of solution, staffing needs, and definition of level of effort to inform pricing.
  • Participate in proposal solutioning and content creation.
  • Liaise between Delivery team and Business Development team.

Qualifications:

  • Master’s Degree in Business or a related discipline is required.
  • Ability to undergo and obtain a Public Trust security clearance.
  • Project Management Professional (PMP) or Project Management Institute Agile Certified Practioner (PMI-ACP).
  • Certified Scrum Master (CSM), Certified Scrum Product Owner (CSPO) or similar Agile certification.
  • 12+ years in relevant product, project or account management positions of increasing scope and responsibility.
  • 8+ years of experience managing federal contracts in the health sector is required, including digital services projects and/or system implementations.
  • 5+ years of leadership experience directly supervising people.
  • 5+ years proven experience implementing Agile methodologies and adoption of the mindset.
  • Deep understanding of the U.S. Department of Health and Human Services and agencies therein.
  • Experience in human-centered design practices.
  • Deep understanding of federal procurement processes and contracts, including FAR regulations; have experience with federal guidelines, policies, and procedures, including Authority to Operate (ATO).
  • Demonstrated history of interfacing with cross-functional teams and senior management, as well as external clients and other stakeholders.
  • Exceptional management and leadership skills.
  • Experience defining staffing structures and building high-performing teams.
  • Demonstrated history of navigating issues and risks through solution identification and problem-solving.
  • Excellent oral and written communications skills.
  • Acute attention to detail and excellent organization skills.
  • Strong experience and comfortability with Microsoft Office suite, Keynote, virtual collaboration tools such as Miro, and Adobe Acrobat Pro.

Nice to Haves:

  • At least one Pragmatic Product Management Certification (Foundations, Build, Focus, etc).
  • Experience using Drupal CMS and JIRA software.
  • Fluency in Spanish.
