Highway Civil Manager (Hybrid Remote)

Salary: $50 - 70/hr, FTE with benefits. This position allows for 2 days per week remote / work from home. We are seeking a highly experienced and motivated Highway Design Project Manager with a proven track record in leading and delivering complex transportation infrastructure projects, particularly within the framework of PennDOT (Pennsylvania Department of Transportation) standards and regulations. The ideal candidate will possess exceptional leadership skills, strong technical expertise in highway design and engineering principles, and the ability to effectively manage project teams, budgets, and schedules to ensure successful project delivery.

Responsibilities

  • Lead and oversee the planning, design, and execution of highway infrastructure projects in accordance with PennDOT standards and specifications.
  • Establish project objectives, scope, and deliverables in collaboration with stakeholders and project team members.
  • Develop and maintain project schedules, budgets, and resource allocations to ensure timely and cost-effective project delivery.
  • Coordinate with internal and external stakeholders including engineers, designers, contractors, regulatory agencies, and community members to facilitate project development and approvals.
  • Conduct regular project meetings, progress reviews, and risk assessments to identify issues, mitigate potential risks, and ensure project milestones are met.
  • Manage project documentation, including contracts, permits, design plans, and technical specifications, to ensure compliance with regulatory requirements and project standards.
  • Foster a collaborative team environment, provide leadership and mentorship to project team members, and promote professional development opportunities.
  • Communicate project status, updates, and key milestones to stakeholders and senior management through written reports, presentations, and meetings.
  • Monitor and evaluate project performance metrics, identify areas for improvement, and implement corrective actions as necessary to achieve project goals and objectives.
  • Ensure adherence to safety standards, quality control measures, and environmental regulations throughout all phases of project development and construction.

Requirements

  • Bachelor's degree in Civil Engineering or related field. Master's degree is a plus.
  • Professional Engineer (PE) license in the state of Pennsylvania is preferred.
  • Minimum of 7 years of experience in transportation engineering and project management, with a focus on PennDOT projects.
  • Demonstrated experience in managing large-scale highway design projects from initiation through completion.
  • Proficiency in project management software such as Microsoft Project, Primavera, or similar tools.
  • Strong understanding of PennDOT design manuals, standards, and specifications.
  • Excellent leadership, communication, and interpersonal skills with the ability to effectively collaborate with diverse stakeholders and project team members.
  • Proven ability to lead and motivate multidisciplinary teams, manage competing priorities, and drive project success.
