CDBG-DR Construction SME - Remote
Nationwide Remote Office (US99)
ICF’s Disaster Management division is seeking a CDBG-DR Construction SME to assist our team with supporting federal grants to rebuild housing stock and mitigate disaster risks in Oregon. This position is 100% Remote in the U.S. with travel required.
The right candidate will have experience with the U.S. Department of Housing and Urban Development’s (HUD) Community Development Block Grant – Disaster Recovery (CDBG-DR) programs as well as an understanding of other federal disaster recovery programs and applicable cross-cutting requirements. You will work with senior staff, subject matter experts, and junior staff to develop and manage construction contractors as part of a larger team providing construction management on behalf of our Oregon client. Additional responsibilities include developing construction processes and procedures, working with clients to develop policies, support program management, and continuously improving operations.
This position requires thinking on one’s feet and adjusting to an ever-changing environment. Some travel may be required to support our CDBG-DR clients and program startups.
Key Responsibilities:
• Work as part of a team providing expert services to support disaster recovery and mitigation efforts with a focus on construction, inspections, and cost estimating.
• Develop construction processes, procedures, and policies.
• Develop and implement training for staff, subcontractors, and subrecipients as well as hold builder seminars at various locations.
• Ability to interpret and apply HUD requirements, local building codes, green building standards, and program policy as it relates to disaster recovery and mitigation construction activities.

Minimum Qualifications: (MUST HAVE THESE TO BE CONSIDERED and included in resume)
• Bachelor’s degree.
• 5+ years of experience in HUD residential, single family construction management.
• 3+ years of experience managing CDBG-DR, CDBG-MIT, or other HUD-funded construction programs and effectively coordinating tasks across multiple locations.
• 2+ years advanced MS Excel use, including use of advanced formulas, charts, and formatting to create polished and “client-ready” deliverables.
• Willing and able to travel approximately 25% based on project needs as determined by ICF.
• 2+ years working within and reviewing projects and programs against HUD regulations, including: 24 CFR 35; 24 CFR 58; 24 CFR 200, 24 CFR 570; Section 3; HUD Green Building; Davis Bacon and related Acts; applicable Federal Registers.
Preferred Skills/Experience: (may set candidates apart)
• Experience utilizing estimating platforms such as Xactimate, RS Means, or other systems which yield an expected cost for a construction activity.
Professional Skills: (you will bring these with you)
• Oral communication and interpersonal skills with the ability to explain building codes, and procedures, and resolve complex issues.
• Ability to work across several projects or tasks simultaneously.

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.
The pay range for this position based on full-time employment is:
